Intro to Validating Assessments for RTOs

RTOs handle multiple responsibilities upon registration, including annual declarations, AVETMISS reporting, and marketing adherence. Among these tasks, validating assessments is notably challenging. While validation has been covered in multiple articles, a review of the basics is necessary. The Australian Skills Quality Authority describes assessment review as quality assurance of the evaluation process.

Primarily, assessment review is about identifying which parts of an RTO's assessment process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the Standards for RTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The standards mandate two types of validation. The initial type of assessment validation guarantees adherence to the training package assessment requirements within your RTO's scope. The other type guarantees that assessments follow the principles of assessment and rules of evidence. This suggests that validation is performed pre- and post-assessment. What are the Two Types of Assessment Validation?

- Assessment Tool Validation: Also called pre-assessment validation or verification, deals with the initial part of the rule, focusing on compliance with all unit requirements.
- Post-Assessment Validation: Is concerned with the implementation, making sure RTOs conduct assessments according to the Principles of Assessment and Rules of Evidence.

Methods for Conducting Assessment Tool Validation

Best Time for Conducting Assessment

The purpose of assessment tool validation is to ensure that all aspects, performance criteria, and evidence of performance and knowledge are included by your assessment methods. Therefore, whenever you get new learning resources, you must perform assessment tool validation before allowing students to use them. There's no need to wait for your next scheduled validation. Review new resources right away to confirm they are fit for student use.

Nevertheless, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:

- Revise your resources
- Add new training products on scope
- Review your course against training product updates
- Detect your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Selecting Training Products for Validation

Keep in mind that this validation ensures compliance of all learning resources before being used. All RTOs must validate materials for each course unit.

Resources Needed to Start Assessment Tool Validation

To validate your evaluation tools, you will need the complete set of your educational resources:

- Mapping Document: The first document to review. It shows which assessment tasks meet unit requirements, aiding in faster validation.
- Learner Workbook: Ensure it is suitable as an evaluation tool during validation. Check if directions are clear and input fields are sufficient. This is a common issue.
- Assessor Guide: Also check if directions for assessors are sufficient and if clear criteria for each assessment task are provided. Clear benchmarks are crucial for reliable assessment results.
- Supplementary Resources: These may include checklists, evaluation registers, and evaluation templates created separately from the student workbook and evaluation guide. Validate these to ensure they match the assessment task and address subject requirements.

Panel for Validation

Clause 1.11 specifies the requirements for members of the validation panel. It states validation can be performed by one or more people. However, RTOs usually mandate all trainers and evaluators to participate, sometimes including sector experts.

Collectively, your assessment validation panel must have:

- Vocational Competencies and Current Industry Skills relevant to the validated unit.
- Current Expertise in Vocational Training.
- Either of the following certifications for training and assessment:
- TAE40116 Training and Assessment Certificate IV or its successor.

Principles Guiding Assessment

- Fairness: Does the assessment process offer equal opportunity and access to everyone?
- Versatility: Does the assessment offer various options to demonstrate competence based on different needs and preferences?
- Validity: Does the assessment evaluate what it is intended to evaluate?
- Reliability: Are the assessment results consistent regardless of who conducts the training?

Evidence Rules

- Appropriateness: Is the evidence appropriate to the requirements of the unit of competency?
- Adequacy: Is there enough evidence to ensure that the learner has the skills and knowledge required?
- Genuineness: Is the evidence genuine and truly representative of the candidate's abilities?
- Currency: Are the assessment tools based check it out on current units of competency and up-to-date industry practices?

Key Considerations for Assessment Validation

Pay attention to the action words in the unit criteria and ensure they are addressed by the assessment task. For example, in the unit CHCECE032 Baby and Toddler Care, one performance evidence requirement asks students to:

- Change nappies
- Feed babies with bottles and clean equipment
- Prepare and give solid food to babies
- React suitably to baby signals and cues
- Prepare babies for sleep and help them settle
- Monitor and encourage age-appropriate physical exploration and gross motor skills

Frequent Errors

Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit criteria is meant to evaluate underlying knowledge (i.e., evidence of knowledge), students should be performing the tasks.

Mind the Plurals!

Pay attention to the quantities. In our example, one of the unit requirements of CHCECE032 requires the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby is not sufficient.

All or Not Competent

Pay attention to lists. As mentioned earlier, if students perform only half the tasks listed, it’s not compliant. Each assessment task must address all criteria, or the student is not competent, and the assessment method is out of compliance.

Be Specific!

Each evaluation task must have clear and specific standard answers to guide the evaluator’s decision on the student’s competence. Therefore, it’s crucial that your directions do not baffle students or trainers.

Steering clear of double-barrelled questions makes it more straightforward for students to respond and for trainers to accurately evaluate student competence.

Considering these requirements, you might wonder, “Don’t learning resource developers offer audit guarantees?” However, with these guarantees, you must wait until an audit to address noncompliance. This impacts your compliance record, so it's better to take a proactive and compliant approach.
